Research Works Act and Federal Research Public Access Act

Contradictory pending legislation is trying to increase or restrict public access to taxpayer funded research and it has been in the news a lot recently. Undoubtedly the response to the Elsevier boycott is the direct cause of Elsevier's response on February 27th: Elsevier Withdraws Support for the RWA. There have been many discussions lately on the pending legislation and its affect on scholarly publishing. Here are a few selected links:

Subsidized Open Access Fees for WU Authors

The Washington University Open Access Resolution, passed in 2011, encourages faculty to publish their research in open access journals. Publishing in open access journals usually requires an author publication fee to offset the cost of publication. To help support authors who publish in open access journals, Washington University Libraries and Becker Medical Library have opted for membership status as part of journal subscriptions to open access publishers and select journal titles which allows faculty a discount on author publication fees. Interactive Physlets

A physlet is a combination of the words "physics" and "applet" which can be used "to demonstrate a concept in physics through animation or interaction." Physlets are handy tools, especially for visual learners. These Interactive Physlets were created by scholars at the Grenfell Campus of Memorial University in Corner Brook, Newfoundland. Designed to be used in several different introductory physics courses, the physlets cover a range of topics, including friction, conservation of energy, projectile motion, magnetism, and simple harmonic motion. Visitors will find that they can play each physlet, pause it along the way, or skip ahead to the next one as they see fit.

Researchers’ Boycott of Elsevier Gathers Momentum

British mathematician Timothy Gowers stated publicly on his blog on January 21 that he was “refus[ing] to have anything to do with Elsevier journals from now on,” in protest of Elsevier’s business practices. His public stand inspired fellow mathematician Tyler Neylon to start an online petition for Elsevier to “radically change how they operate.” To date, more than 7,500 researchers have signed the petition saying they will refrain from publishing, refereeing, and/or conducting editorial work for Elsevier journals.
